Outlaw Motorcycle Gangs: Identification, Intelligence, and Interdiction is an intensive 8-hour advanced training course designed for law enforcement professionals seeking a comprehensive operational understanding of modern OMGs. Taught by internationally recognized subject-matter expert Detective Steve Cook, the course examines the origins, structure, culture, and evolution of outlaw motorcycle gangs, with direct focus on the “Big 8,” support clubs, clubhouse operations, and regional expansion trends. Participants will learn patch and tattoo identification, membership processes, revenue streams, drug trafficking networks, and the convergence of OMGs with organized crime. Instruction emphasizes real-world investigative techniques, intelligence development, and officer safety considerations applicable to patrol, detectives, task forces, and command staff.

INSTRUCTOR BIO: Steve is a Detective with a Law Enforcement agency in the Kansas City Metropolitan area and has over 32 years of Law Enforcement experience. Steve is considered an international expert in Outlaw Motorcycle Gangs and is frequently called upon by media outlets in the US and abroad to be interviewed about on-going activities and trends relating to Outlaw Motorcycle Gangs. Steve has been featured three times on the History Channel’s Gangland program, on the Biography Program “Gangworld One Percenters”, twice on the Biography Program “Gangsters America’s Most Evil”, History Channels “Book of Secrets”, American Heroes Channel “Codes and Conspiracies-Outlaw Bikers”, Escape Networks “Deep Undercover”, History Channel’s “Gangland Chronicles”, A&E’s “Secrets of the Hells Angels” and was featured in a French documentary on the Hells Angels/Bandidos war in Europe. Steve was also a consulting producer on InvestigationDiscovery “Operation Undercover: Guns and Drugs in Carolina and appeared on camera and was a consulting producer on Vice TV’s “United Gangs of America”. Steve has also been interviewed on The O’Reilly Factor, Inside Edition, Erin Burnett “OutFront”, NPR and Don Lemon Tonight. In addition, Steve has worked Outlaw Motorcycle Gangs in traditional Law Enforcement capacities as well as in an undercover capacity and has successfully prosecuted members of several international OMGs in state and federal courts for firearms, kidnapping, aggravated assault, methamphetamine and cocaine relatedinvestigations, and VICAR charges in addition to working several patched members of different motorcycle gangs as sources.

Description
This course provides law enforcement professionals with a comprehensive understanding of modern narco culture and its impact on gang identity, violence, and criminal enterprise. Participants will learn how drug trafficking groups influence local gangs, how cultural symbolism and regalia connect to cartel networks, and how to recognize operational indicators in the field.
The class concludes with Gun Interview: A Strategic Investigative Method to Solving Shootings — a proven, tactical interview approach designed to help investigators obtain critical intelligence, identify shooters, and connect weapons-related cases through behavioral cues and relationship mapping.

INSTRUCTOR: Oscar Carrasco
A Seasoned Law Enforcement and Security Professional with 26 years of experience in criminal investigations, gang enforcement, and high-level interagency collaboration. Built a distinguished career with the Dallas Police Department, specializing in gang intelligence, undercover operations, and federal task force assignments, including significant contributions to FBI-led operations targeting transnational criminal networks. Recognized for leadership, tactical expertise, and a relentless commitment to public safety, earning multiple “Officer of the Year” honors and over 70 commendations. Served as a Task Force Officer with the FBI, contributing to major conspiracy cases and leading operations involving surveillance, wiretaps, and warrant service. Proven instructor and mentor, having trained law enforcement personnel across Texas in gang culture, proactive policing strategies, and officer safety. He continues to be a Dallas Police Reserve officer who is assigned to the Gang Unit.
